POLITICS AND SOCIETY
The article examines the problems of uneven development of the constituent parts of the state and, based on a comparative analysis, the author proposes his own typology of measures and mechanisms that modern states, including Russia, use to optimize the administrative and territorial structure.
A separate place in the article is devoted to the issue of differentiation of the regional space within the Russian Federation, and especially the North-Western Federal District. The study of this space allowed the author to develop an original scheme of differentiation of regions within the NWFD more appropriate to modern realities.
It's no secret that in the current geopolitical conditions, ensuring the national security of the Russian Federation is a priority. Many efforts are being made to realize this paramount task. In connection with the conduct of a special military operation in Ukraine, ensuring security in transport has become more relevant and important than ever, since transport infrastructure facilities are most subject to the attention of terrorist organizations. Ensuring transport security can only be realized through the coordinated work of the system of state bodies that will carry out effective management in this area. This article discusses public administration in the field of transport security as an element of Russia's national security.
SOCIOLOGY OF CULTURE
In the article, the authors reflect the results of research on the social space formed in the conditions of an innovative economy, as well as provide empirical data on the innovative behavior of social actors, the motives of this behavior and goals. Priority social stereotypes that influence the formation of the intellectual culture of the territory are identified. The authors' research made it possible to localize the cause of transformational changes in people's innovative behavior, to identify the positive and negative sides of its influence.
In the work, special attention is paid to the individual socio-cultural locum, which is involved in the construction of the inner world of a person as a reflection of emotional, sensual and creative resources necessary for the organization of creative and innovative activities. The issue of the participation of the family microenvironment in the formation of intellectual culture and innovative human behavior in the space of everyday life is revealed in more detail here. The allocated resource potential (library fund) of the studied social space determined the directions of creativity/creativity development in children and adults. At the same time, the authors identify the features of the formation of the library array and its participation in the development of creative abilities of people.
The authors note that the development of a person's creative abilities is accompanied by a process of rejection/ disapproval in society (social conflict), which reflects the paradaxality of the situation itself for an innovative economy. The concept of "social trigger" introduced by the Authors into scientific circulation (a person who actualizes the individuality of a creative person, ensures the integration of her individuality with the social environment, while maintaining her originality and non-standardness in solving life tasks), solves this paradoxical dependence, according to the Authors.
The article considers the specifics of interconfessional dialogue as an element of the dialogue of cultures. The problem is analyzed through the prism of the canonical regulation of relations between representatives of Christian denominations. It is demonstrated that the less canonized church norms, the wider the space for dialogic interaction. In the context of orthodox culture the most promising seems the partnership model of dialogue, which allows focusing not on dogmatic differences, but on the joint solution of common problems: supporting social justice, protecting the disadvantaged, caring for the environment, etc. It is concluded that in order to improve and develop partnership interconfessional dialogue in modern conditions it is required to adopt the norms that allow confessions to preserve their identity without losing the possibility of interaction, as well as the definition of issues on which dialogue is desirable and necessary, and issues on which it is impossible to reach agreement in the changed cultural realities.
SOCIOLOGY OF EDUCATION
In the article, the authors analyze distance education as an integral form of education based on the use of a wide range of traditional and new infocommunication technologies and their technical means. It is emphasized that the prospects for distance education are obvious in connection with the transformations both in the educational space and in the life world of people, such changes are based on the risks that have arisen during the COVID-19 pandemic. The results of the author's empirical research state the orientation towards updating the content aspects of distance education in Russia. The authors' conclusions are as follows: for the further effective development of the domestic education system, an optimal combination of the best innovative developments in the infocommunication environment and the fundamental traditions of the Russian education system is necessary.
The article is devoted to the growing role of mentoring in the transforming system of higher education in Russia, the models of the mentor’s competences are considered, the choice of forms of mentoring is substantiated, and the importance of the "communication" competence in the education process is prioritized.
SOCIOLOGY OF YOUTH
In the article, the author considers a career from the position of gender perception. Career development orientation reflects the active position of the individual and is predetermined by many factors, including the maturity of the individual, motivation for professional development. Career orientation does not depend on the gender of the individual. A career-oriented individual is not subject to circumstances and avoids the stereotyped fulfillment of social roles. But any career-oriented individual is not free from gender stereotypes. The career orientation of young men and women contains a number of directly opposite constants. This is an opportunity for unlimited career growth. Everything is determined only by an active position, subjectivity, but not by gender. This and numerous practices of gender success in a career, regardless of gender. These are the restrictions imposed precisely by gender. In the article, the author presents the results of an empirical study of the ideas of young people and girls about a career, the fields of activity of men and women, the qualities of a successful man and woman in their careers. For comparison, the author cites the results of a focus group. It is concluded that gender issues are becoming more and more leveled, but at the same time, so far it remains in the minds of young people and girls, even in relation to such a neutral concept as a career.
The article focuses the attention of society on the danger of uncontrolled behavior of the youth consumer of public goods in the context of the growing level of socio-political and military threats. The “general well-being” of capitalism expected by the population turned out to be a deception. The new vision of the ratio of the ideal and the material in the needs of young people proposed to Russian society caused its negative socialization. Reacting to numerous socio-economic and other threats, young people are becoming aggressive, immune to compliance with centuries-old positive domestic traditions. Some young people consider material values to be the main indicator of life success, belittle the importance of moral resources. The purpose of the study is a procedural substantiation of ways to regulate the behavior of the youth consumer of public goods in conditions of socio- economic uncertainty. To achieve this goal, domestic theoretical knowledge of the problem is analyzed, clarified, substantiated by the results of a specific sociological study on an empirical basis, in which most of the regions of Russia, Belgorod and Moscow university teams are represented. The study substantiates the fact that the behavior of the youth consumer of public goods is due to specific socio-economic conditions and can be both rational and irrational. It is revealed that a new phenomenon in the phenomenon of “regulation of consumption” in the conditions of the national market economy is its institutionalization in order to solve systemic problems of legal, organizational, propaganda, educational, educational, methodological, scientific support. For this purpose, a regulatory legal framework has been created in Russia. Otherways to improve the consumer behavior of young people should be: the restoration, strengthening of educational structures in educational, industrial and other organizations; the development of forces and means of public control over the work of the media, the promotion of a healthy lifestyle, the values of the family, spirituality, the initiation of the creation of public structures of a patriotic orientation and others.
REGIONAL SOCIOLOGY
The article deals with the problems of disproportion in the development of regions, the problems of economic and socio-cultural stagnation in the development of small towns, including science towns. The emphasis is placed on the need for accelerated implementation of targeted urban development management. The analysis of the study of the problems and causes of the loss of the quality of life of the population of small science towns, as well as the actualization of the possibility of their solution, is given. The problem of science cities in the shortage of land resources for the placement of production is emphasized. Today, the model of active social policy is able to accelerate the improvement of the level and quality of life of all categories of cities.
RUSSIAN WORLD: HISTORY AND MODERNITY
The article deals with the problems of countering the fierce falsification of historical events during the Great Patriotic War. At present, in the development of Russian statehood, we are increasingly faced with a fierce struggle for historical heritage. Falsification of historical facts is currently one of the most relevant areas in modern politics. This article analyzes the problem of falsification of the history of the Great Patriotic War by Western countries and former Soviet republics. The largest event of the XX-th century determined the relevance of this topic. In this difficult period, the need for an active government policy to counteract the falsification of episodes of the Great Patriotic War is of paramount importance.
PROBLEMS OF MODERN PROCESSES
The article is devoted to the development of socio-regulatory (sociomanagerial) modification of officers' career mechanism. The existing personnel system, built on the basis of outdated management paradigms, requires modification, expansion and renewal, which include modern management practices, such as participative management and social partnership. The main driving principle of the officers' career mechanism should be the interest of the parties. The actors of career building are the military organization and the officer himself, who has an appropriate set of professional competencies. The procedure of evaluation of each officer's performance is the most important component of the formalization of personnel appointments, where the stages of passing, terms of evaluation, and composition of the selection board are determined, supported by strict instructions, regulations, and methodological guidelines.
