POLITICS AND SOCIETY
The article deals with the issues of the emergence of corruption schemes in Russia, shows the prerequisites for this phenomenon, resulting from unfair competition, nomenclature privatization leading to its opposite – corruption.
The article analyzes the speeches and decrees of the President of the Russian Federation, as well as the provisions of relevant regulatory legal acts and sectoral documents of strategic planning of the Russian Federation, which determine the place of air transport in the system of priorities of state policy, as well as its importance as a public transport for the development of modern Russian society. Special attention is paid to understanding the prospects for the development of air transport at the federal and regional levels, as well as specific tasks in this area.
The article discusses the conceptual model of the image policy of law enforcement agencies (for example, the ATS); clarified the concept of "police image", "police image policy".
PROBLEMS OF MODERN PROCESSES
The current trend in the development of education is digitalization, the transition from the traditional «classroom», offline learning model to online education. The formation of a global digital society has accelerated due to the coronavirus pandemic (COVID – 19), when a significant part of the world›s population, including students, are forced to work and study remotely. In this regard, the article considers the responses of Russian engineering and transport education to the modern challenges of digitalization. Interactive educational technologies related to online, digital, and e-learning, visualization and gamification of education, implementation of network structures, new learning environments, and others are analyzed. Based on the assessment of the current state of Russian engineering and transport education, the key unsolved problems and directions of necessary changes are shown. In particular, the need for urgent development of the digital infrastructure of educational institutions, digital retraining of teachers and students, updating of specialties and directions taking into account changes in the labor market and digital learning opportunities, the formation of educational standards and programs based on flexible educational trajectories, the development of the concept of continuing education, the introduction of artificial intelligence systems into the educational environment, etc. The solution of these problems requires legislative, organizational, administrative, technological, educational and methodological efforts of the state and society.
The article is devoted to the analysis of the social conditioning of the global trend to expand the «boundaries of youth» in the context of the information anomie of modern society. The author notes that the reason for the change in approaches to the concept of «youth» lies in the realization of the need for legal and social protection for a particularly vulnerable group of people facing the problem of digital socialization or resocialization and encountering additional digital risks along the way. The author identifies the main directions of digital socialization, based on the analysis of statistical data, highlights the main problems in the process of digital socialization and determines the conditions for the success of this process. The author concludes about the regularity and social conditioning of the process of expanding the «youth borders» in the modern information society, noting that unsuccessful digital socialization can lead to extremely negative consequences for the individual and society.
CULTURAL PRACTICES
The scientific task of the study and the modeling of intercultural communication becomes increasingly relevant in the increasingly globalized society. This article presents the results of analytical examination of approaches to modeling of intercultural communication and argues for an action-phenomenological approach to the study of this kind of communication. The model is applied to the analysis of the particular case of intercultural communication - communication in the informational space. Authors propose some approaches to the analysis of effectiveness in such communication and provide a number of possibilities and limitations in the application of the proposed model.
POINT OF VIEW
The article analyzes the ideas of A. I. Chuprov about the transport factor in traditional and industrial society, which justifies the formation of an industrial society in the XIX century and its essential features under the influence of increasing the speed and reducing the cost of transportation carried out by rail. His idea of the need for state regulation of the railway industry to ensure its effective operation is revealed.
The difficult military-political situation and instability in the zones of Eurasian transport corridors make the successful Russian experience of peacemaking and defeating international terrorist groups in demand among the states located there. In exchange for providing political, diplomatic and military assistance to destabilized countries, the Russian Federation could obtain from them the rights to joint control and access to transport corridors, participate in their development and management, and ensure their security on a reimbursable basis. It seems that the combination of these measures will allow Russia to fulfill the transit potential of this country and compensate for the economic, financial, technical and political risks that reduce it.At the same time, the article contains the points of such specialists as G. Simmel, A. Wendt, P. Schmidt-Egner and others.
New philosophical approaches to understanding the truth and the truth of being are considered. The scientific approaches that consider the category of "truth" are justified, taking into account the existing Internet space and its global influence on a person with an epistemological meaning. The problem of the existing reality or "objects" as they exist "by themselves" are not a social product of the activity of a communicative person, they have a specific historical experience of acquiring knowledge through the use of the experimental method. It is concluded that the need to solve the problems of the search for truth in the new information communications of the individual affects the cultural and historical foundations of Russian society, not always having a positive impact on the life of a particular person and many social groups.
ASPECTS
The article deals with the concepts of modification of cross-cultural relations in modern society. The analysis of the reasons and promising directions for the influence of social networks on the development of culture in a communicative society is carried out. The emphasis is placed on the fact that the socio-cultural space of culture develops within the national and historical characteristics of a particular society. The article presents the points of view of scientists that modern cultures are subject to the influence of the mass media on the individual, which to a large extent does not always meet the needs of the spiritual and material culture of a particular society. It is concluded that the existing communication processes in society reflect significant contradictions and the protection of their cultural, religious and ethno-confessional identity of modern society.
