Abstract

The article is devoted to the analysis of the specifics of the formation of a comfortable urban environment and its qualitative features on the example of the Tambov region. The results of an empirical study conducted in Tambov (2023) showed that Tambov residents include in the concept of "comfortable urban environment" the cleanliness of streets, equipped recreation areas, the presence of repaired pedestrian roads and sidewalks, and the main problems of the comfortable environment of the city of Tambov are the presence of heterogeneous tasteless advertising on the streets 15 of the city, illiterate design of buildings and structures, lack of public toilets, insufficient attention to youth and youth sports. Experimental data indicate the need to organize an open dialogue between city residents and authorities and the formation of networks of public communications between regional bureaucratic structures and citizens.

Abstract

The article presents the results of an empirical study of traditional and new family values («marital status», «unregistered marriage», «partner», «equality of man and woman in the performance of family duties»,«the role of man and woman in marriage», «family traditions»), conducted in 2022 in Novosibirsk. Experimental data allowed the author to conclude that the institution of a traditional («modal») family requires protection from the state: in Russia, a comprehensive system of development and support for traditional family values is needed, which will help preserve a strong family and create a healthy nation.

Abstract

The article, divided into three semantic fragments, attempts to investigate the phenomenon of defective federalism and federal systems. The author proceeds from the fact that there are three main aspects of federal relations: identity, democratization and functional load. The analysis of these three dimensions allows us to conclude about the presence or absence of defects in the federal state. In the main part of the study, the author of the article analyzes the experience of the functioning of federal relations in Africa: Ethiopia, the Comoros, and sub-Saharan states. The main place in the article is devoted to understanding the phenomenon of asymmetry of the federal state and whether asymmetry can be considered a defect or a political technology that prevents secession processes

Abstract

This article examines the provision of transport security in the Russian Federation in the context of the relationship with the implementation of national interests. An analysis of current risks and threats to transport security is also carried out, and their assessment in the Russian national security system is given. In the current geopolitical situation, ensuring the national security of the Russian Federation is a particularly priority task. To implement it, a large amount of action is being taken at various levels.

Abstract

The article addresses the problem of unlimited growth of the mega city, leading to the expansion of the spatially urbanized territory due to the near and far urban and rural areas, as well as to an increase in the negative factors of the city that affect the living conditions of the population. An attempt was made to reveal the reasons for this phenomenon and 45 comprehend the negative aspects in the development of mega-cities, which inclines people to relocate. Significant inequality of the center and regions in terms of economic development, conditions and quality of life of the population is shown. The quality of life is defined as a constantly evolving economic, philosophical and sociological category of the material and spiritual comfort of the existence of citizens at a certain stage. The possibility of regional policy through the concept of urbanism is considered, thus, increasing the efficiency of realizing the potential of small cities and at the same time overcoming regional inequality in Russia.

Abstract

The article discusses the ratings of Russian regions (RIA rating and the rating of the Agency for Strategic Initiatives) and cities (ratings of VEB.of the Russian Federation and the Financial University under the Government of the Russian Federation) on the quality of life of the population, the estimated indicators of which include the field of education. It is noted that these ratings are addressed to the indicators of different levels of education (preschool, school, secondary vocational and higher) Russian regions and cities with a population of over 100 thousand people. Small towns were out of the ratings.Prerequisites for an objective assessment of the quality of life in small towns have been identified. In relation to the assessment of the quality of life by the parameter "education", it is possible to include indicators based on monitoring data from departments of education departments of small towns. The conclusions provide general recommendations on the inclusion of small towns in the rating assessment of the quality of life, which would attract additional attention of the regional and federal authorities to the problems of small towns and would give an incentive to their development.

Abstract

The article presents the dynamics of key indicators of the quality of life of the population of the North Caucasus Federal District. Based on the comparative statistical analysis (for the period from 2009 to 2022) of significant indicators of "human well-being", a conclusion was made about the ambivalence of assessments of the quality of life of residents of the North Caucasus region. The role of the "shadow" sector in assessing the main socio-economic indicators is shown. As part of the implementation of the "Strategy for the socio-economic development of the North Caucasus Federal District in the period up to 2030", measures to improve the quality of life of the population of the region are substantiated.

Abstract

The article discusses three main approaches to the city: administrative, economic and ethical. A critical analysis of the first two approaches has been carried out. It has been shown that taking their basic ideas to their logical limit leads to the alienation of a person from the city and his relegation to the level of a means for exercising power or making a profit. Traditional approaches are contrasted with ethical one, which represents the position not of the state and business, but of the citizens themselves. Urban ethics is focused on achieving happiness as a state of subjective satisfaction associated with the establishment of strong social ties, the struggle for social justice, environmental protection, and the ability to freely make decisions regarding urban life. The author concludes that the new urban ethics is a process of constant norm-making implemented by residents in the course of the production of urban space.
