Socio-management modification of the career mechanism for officers of the Armed Forces of the Russian Federation
Abstract
The article is devoted to the development of socio-regulatory (sociomanagerial) modification of officers' career mechanism. The existing personnel system, built on the basis of outdated management paradigms, requires modification, expansion and renewal, which include modern management practices, such as participative management and social partnership. The main driving principle of the officers' career mechanism should be the interest of the parties. The actors of career building are the military organization and the officer himself, who has an appropriate set of professional competencies. The procedure of evaluation of each officer's performance is the most important component of the formalization of personnel appointments, where the stages of passing, terms of evaluation, and composition of the selection board are determined, supported by strict instructions, regulations, and methodological guidelines.
