В статье предпринята попытка осмысления проблематики трансформации суверенитета в рамках национальных государств. Кроме того, проанализированы особенности распределения суверенитета между общенациональным, региональным и местным уровнями власти в государстве.

Также в статье исследован феномен федеративной формы территориально-политического устройства и продемонстрированы алгоритмы и принципы политики оптимизации территориального пространства федеративного государства.

Вместе с тем в статье предложена собственная концепция реформы территориального устройства федеративного государства в условиях усиливающихся глобализационных процессов, роста сепаратистских настроений и т.д.

The article attempts to comprehend the problems of the transformation of sovereignty within the framework of national states. In addition, the features of the distribution of sovereignty between the national, regional and local levels of government in the state are analyzed.

The article also examines the phenomenon of the federal form of the territorial-political structure and demonstrates the algorithms and principles of the policy of optimizing the territorial space of a federal state.

At the same time, the article offers its own concept of the reform of the territorial structure of the federal state in the conditions of increasing globalization processes, the growth of separatist sentiments, etc.
