В статье анализируются отраслевые документы стратегического планирования РФ и профильные нормативные акты, образующие концептуальную и правовую основу государственной политики современной России в отношении городского пассажирского транспорта. Уточняется роль и место данного вида транспорта общего пользования в транспортной системе страны в целом и пространственных образований городского типа в частности, определяются перспективные направления его развития и ориентированные на их обеспечение задачи в сфере государственной политики.

The article analyzes the branch documents of the strategic planning of the Russian Federation and the relevant normative acts that form the conceptual and legal basis of the state policy of modern Russia in relation to urban passenger transport. It clarifies the role and place of this type of public transport in the transport system of the country as a whole and urban-type spatial formations in particular, determines the perspective directions of its development and the tasks aimed at ensuring them in the field of state policy.
